I am about to purchase a full license, and I wasn't sure if with purchase it's an unlimited feature, or more of a purchase with a monthly follow sub-payment?
I would really like to know asap, I have been search for a P&p RP game online.

I'm happy to say there's no monthly payments. You'll only fork out more money if you want to buy some of the additional rulesets or adventures. :)

Just one thing I may have read your mail wrong but this is not a game, this is a tool you use to play ANY pen & paper game online with other people.
If you are aware of this please ignore my mis-reading of your post.
With regard to buying books I am sure most people would recommend having a copy of the player's guide for the game you are playing is a good idea, but as long as you can borrow a book not necessary.
What game are you intending to play?

I'm looking for something pretty close to 3.5 D&D.

I'd recommend Savage Worlds (as would Doswelk ;) ), their Test Drive rules can be found here (https://www.peginc.com/Downloads/SWEX/TD06.pdf).

Or you could just, you know, play 3.5. The ruleset is here (https://www.fantasygrounds.com/downloads/) at the bottom of the page. You want the D20_JPG ruleset.

Not to muddy the waters too much, but if you want something "pretty close to 3.5 D&D" You can check out Pathfinder as well. Paizo sells a PDF of the Rulebook for $10, although all the material is available on the PFSRD Here (https://paizo.com/pathfinderRPG/prd/) and Here (https://www.d20pfsrd.com/)
There is an extension of the D20_JPG to run Pathfinder... somewhere in the forums... my search-fu has failed me at the moment.
