If I buy the ultimate version for 150 does this mean all my players can download a client without paying and features are unlocked to them? are there limitations?

Yes. I bought this version as it is a great way to get friends into the game(come play it's FREE). They just download the client and install as unregistered and then they can connect to your games.

The limitation is that they can only create characters when connected to your game and cannot host games themselves.

Another limitation is that the liscence is tied to the person. So, if anyone else wants to GM for the group, they would have to buy an Unlimited liscense.

In the long run, it depends on your group. If you have a small group, then the Full/Lite combo may work. If nobody else will be GMing, then Unlimited may be an option for a larger group.

Do players who game with both an ultimate GM and a full GM need to have 2 instances of FG installed (one lite/full and one unregistered)?

A Lite license can connect to either a Full or Ultimate license to play.
