Question about ruleset purchasing

I can't imagine that this hasn't been asked before, but I couldn't find it in the FAQs, from a forum search or on the website.

I am looking to buy FGII to GM and get some players to get licenses as well.
I want to use the Basic Roleplaying ruleset. Do each of my players have to buy the BRP ruleset (thus adding $24 more dollars to each of their investments)?

Only the GM needs to buy a ruleset. The players will download a campaign file at the start of the first session, which is an encrypted local version. Only the Full and Ultimate versions of the software can create a campaign.
