No C&C Rulebooks showing in library

I just had a new member join our group and he was able to download the C&C interface from my computer. The only thing that didn't show was the C&C rulebooks in his library. Any ideas of how to get the rulebooks in his library? Thanks for any help you may have.

Mike,

I believe the only way to view the ruleset as a player is to buy the ruleset. Players are able to download the files, but do not automatically get to see the PHB or the M&T, even if you allow it as a DM.

Strange, I know.
