How exactly does licensing work?

For example, I know some people that I'd like to run a campaign for. If I buy the game plus two lite licenses, are those licenses used up once I give them to my two players, or are those specific to how many people can connect to my game at once?

They are used up once you give them to the other players. The ultimate license gives you an unlimited number of incoming connections but at this time we do not currently have a floating license option. It is on the radar but development has not progressed on that front so far.
