Need help with full and lite license

I have a full license and my friend who is going to play has a lite license but when he opens up the application data folder he doesn't have the "rulesets" folder. Does this have to do with him having only the lite license?

Very few of the rulesets work with a lite license. They download everything to their cache folder the first time they connect with the host.

so you mean if he connects to me then he will get the rulesets?

Yes, this is correct. Once he connects to your game, the ruleset that you are using will be downloaded and cached on his computer. Lite licenses can't host any game, so because of that, no real "rulesets" on his lite versin of FGII.
