I see in the documentation so far there is a type which shows 'Effects can be targeted to only apply to modifiers against certain opponents'

I assume this would be the case for an ability where you give a selected ally Combat Advantage on the foe.

How would this be typed out?

I tried the following (applying it to the enemy):

GRANTCA Charactername
GRANTCA: Charactername
GRANTCA TRGT Charactername
GRANTCA TRGT: Charactername
TRGT: Charactername GRANTCA
TRGT Charactername GRANTCA

The targeting of an effect is not part of the effect label.

To create an effect that is targeted, there are two methods:

1. Manual targeting
* Add effect to a creature in the combat tracker
* Open the effect details in GM combat tracker
* Drag the targeting button for that effect onto a different creature who is the focus of the effect.
* The targets field underneath the label field will display any targets of the effect.

2. Pre-targeted effects
* Target the creature who will receive the effect.
* Hold the SHIFT key while dragging the effect.
* Drop the effect onto a map token or the GM combat tracker entry.
* The effect will be applied to the originally targeted creature(s), and the targets field of the effect will be prefilled with the drop target.

Ex:
In my game, the warlord has the power "Warlord's Strike". If he hits the target, all of his allies gain a bonus to damage rolls against the target for one round. To apply this effect after he hits the target, he follows these steps:
* Remove targeting from enemy
* Add all allies as targets
* Hold SHIFT key and drag bonus damage effect
* Drop bonus damage effect on the original enemy
* All of his allies will gain the bonus damage effect targeted to the enemy.
