I was wondering if i am allowed to alter the frames and icons. In an extension as a theme. as an example

The answer is yes, but I can not find the citation for it, so I didn't respond.
But I know the question was asked at least once before, and the answer was you are free to edit/use the default Smite Works images provided you give proper attribution for their ownership of the images.
I just can't find the thread.

Those of us who have included the Smiteworks graphics in our rulesets wrote to ask permission. Where this was given, we include a disclaimer in the ruleset noting that the permission had been granted.
However, if you're replacing the Smiteworks frames and icons in your ruleset then you're not using theirs, so I suppose the issue would be if yours were close or suggested in some way that yours was an official release.
I suggest that you send a PM to the developers explaining what you want to do.

Most of the graphics are open game content of the Foundation ruleset, see https://svn.fantasygrounds.com/foundation/foundation/license.html (and https://svn.fantasygrounds.com/foundation/)
