I have a question,
for the creation of "combat maps" or "geographical maps" exists a particular tool or they are just created by combining various textures with photoshop or similars?

Different folks use different tools. I use Campaign Cartographer for geographical maps and either Photoshop or PowerPoint (!) for tactical maps.

As Foen I use Campaign Cartographer (with Dungeon Designer/City Designer addons), but just recently got it and only have one dungeon map so far. I am very happy with it though.:)

You can use whatever you feel is best. Photoshop, Gimp, Inkscape, Viewingdale, Dundjinni etc.
I'd recommend you to take a look at https://www.cartographersguild.com/ It has a great and helpful community of amateurs and professionals, and you can find many useful tutorials for the various programs.

I use the Campaign Cartographer + Photoshop combo too.
