This is AL legal and I think significantly enhances Waterdeep: Dragon Heist.

It took quite a while to convert, but I am getting better at tracking down the people that can add the file so everyone can use it.

There is no additional cost over the PDF, and, other than people clicking my link, I am not being paid.
