Item Templates and Magic/Hybrid items

I understand the use of the Forge and Item Templates for Upgrades and Fusions. But I don't understand why some items are there that really are just equipment like the Starstone Compass, The Digital Harrow deck, Aeon Stones and a lot more that should just be treated as items, in my opinion.

How do you envision these working. How can players buy them on their initial builds without me making a dummy object and forging it then giving it to them.

I think they decided to merge the pre made unique magic/tech items in it to save time/space.
