What are GURPS rules best optimized for?

The whole point of GURPS is that it can do all of them; what they're best optimised for is entirely based on which rules you choose to use. You're not supposed to use all of GURPS; you're supposed to use the parts of GURPS that give you the game you want to play, and remove the rest.
