That probably wouldn't be that hard to do. Creating it as a new type of weapon seems like the easiest. Most of the basic stuff is already there... just need the option to add Effects and reduce the total charges after they are used. It probably could be made to add it as a weapon when copied to the inventory.. much like normal weapons do.
Some of this gets into the squishy area of the design between the 'spell class' section and the 'weapon' section of the actions tab.. stuff overlaps.Full License Operator - You must have a 'Lite' License to play in my games.

True, but I could just make it automatically put itself into the spell category probably at that point, make an ability section for "wands" instead of casting class, type it after the caster class, but without the extras like CLCs and slots, etc.
