What skill roll would you use for say, a sword or axe type weapon?

They would have their own skill - each individual weapon has a base attack % and this can be improved through the usual methods (character generation, experience, training). See the "Hand-to-and Fighting" section of the "Rules and Skills" page in the "Game System" module.

Open the individual weapon entry by clicking on the grey link icon to the left of the weapon name in the hand weapons table.

Is the % the one that says,"Base Attack"?
