I glanced at it today. Other than the complete overhaul of the factions, were there any other interesting changes?

I haven't had a chance to go through it yet. Usually there is a changes document released, but I haven't seen one at present. The blog post says there are "several much-needed changes" so I think there are a few. I know there has been a lot of wording changes based off feedback from the VOs - for example, adding the clarification of APL calculations of eactly x.5 being the group decision as to whether that rounds up or down.
