4E Debuff Effect Problem
I noticed a problem with 4E debuff effects. I have a player whose character has a Withering Maul +3. With a Withering weapon every time the target is hit the target takes a cumulative -1 to AC (save ends the entire penalty) up to the plus of the weapon.
The problem is when a target is hit the second or more times before its saved against the effect. After the target already has AC: -1 on it when a AC: -2 effect is dropped on the same target you get the error message: Effect['AC: -2']-> [STRONGER EFFECT EXISTS] and the -2 doesn't take effect.
I suggest that when a negative effect is dropped on an existing negative effect if the new effect is *smaller* (a bigger debuff) it replace the other older effect.
